Professor Popper's latest ideas revolve around the failure of planners to recognize the land use challenges of depopulation and the opportunities to repair this deficiency with a new movement he calls “The Great Scale-Up.”
Frank J. Popper is a Professor at the Bloustein School of Planning and Public Policy at Rutgers University and a Visiting Professor at the Environmental Studies Program at Princeton University. A former two-term member of the board of the American Planning Association, he now chairs the board of the Great Plains Restoration Council and serves on that of the National Center for Frontier Communities. Frank Popper is a graduate of Haverford College and has a master’s degree in public administration and a doctorate in political science, both from Harvard University.
